Hillary Clinton and John McCain both have essays about their visions for foreign policy in the new edition of Foreign Affairs. We’ll do a proper commentary on both within the next few days (just as soon as we’ve completed the papers on climate change and on public diplomacy that have been making our lives a misery for the past fortnight…) – but in the meantime here’s a brief taster of Hillary’s plans and designs:
- On Iraq: We must withdraw from Iraq in a way that brings our troops home safely, begins to restore stability to the region, and replaces military force with a new diplomatic initiative to engage countries around the world in securing Iraq’s future. To that end, as president, I will convene the Joint Chiefs of Staff, the secretary of defense, and the National Security Council and direct them to draw up a clear, viable plan to bring our troops home, starting within the first 60 days of my administration.
- On non-proliferation: To reassert our nonproliferation leadership, I will seek to negotiate an accord that substantially and verifiably reduces the U.S. and Russian nuclear arsenals. This dramatic initiative would send a strong message of nuclear restraint to the world, while we retain enough strength to deter others from trying to match our arsenal. I will also seek Senate approval of the Comprehensive Test Ban Treaty by 2009, the tenth anniversary of the Senate’s initial rejection of the agreement. This would enhance the United States’ credibility when demanding that other nations refrain from testing. As president, I will support efforts to supplement the Nuclear Nonproliferation Treaty. Establishing an international fuel bank that guaranteed secure access to nuclear fuel at reasonable prices would help limit the number of countries that pose proliferation risks.
- On China: Our relationship with China will be the most important bilateral relationship in the world in this century. The United States and China have vastly different values and political systems, yet even though we disagree profoundly on issues ranging from trade to human rights, religious freedom, labor practices, and Tibet, there is much that the United States and China can and must accomplish together. China’s support was important in reaching a deal to disable North Korea’s nuclear facilities. We should build on this framework to establish a Northeast Asian security regime. But China’s rise is also creating new challenges. The Chinese have finally begun to realize that their rapid economic growth is coming at a tremendous environmental price. The United States should undertake a joint program with China and Japan to develop new clean-energy sources, promote greater energy efficiency, and combat climate change. This program would be part of an overall energy policy that would require a dramatic reduction in U.S. dependence on foreign oil. We must persuade China to join global institutions and support international rules by building on areas where our interests converge and working to narrow our differences. Although the United States must stand ready to challenge China when its conduct is at odds with U.S. vital interests, we should work for a cooperative future.
- On climate change: Far from being a drag on global growth, climate control represents a powerful economic opportunity that can be a driver of growth, jobs, and competitive advantage in the twenty-first century. As president, I will make the fight against global warming a priority. We cannot solve the climate crisis alone, and the rest of the world cannot solve it without us. The United States must reengage in international climate change negotiations and provide the leadership needed to reach a binding global climate agreement. But we must first restore our own credibility on the issue. Rapidly emerging countries, such as China, will not curb their own carbon emissions until the United States has demonstrated a serious commitment to reducing its own through a market-based cap-and-trade approach. We must also help developing nations build efficient and environmentally sustainable domestic energy infrastructures. Two-thirds of the growth in energy demand over the next 25 years will come from countries with little existing infrastructure. Many opportunities exist here as well: Mali is electrifying rural communities with solar power, Malawi is developing a biomass energy strategy, and all of Africa can provide carbon credits to the West. Finally, we must create formal links between the International Energy Agency and China and India and create an “E-8” international forum modeled on the G-8. This group would be comprised of the world’s major carbon-emitting nations and hold an annual summit devoted to international ecological and resource issues.

Yesterday’s NY Times had an excellent piece about what it argues to be the US’s increasing reliance on China in numerous matters diplomatic. The piece quotes Steve Clemons of the New America Foundation at length, who also has his own piece on his blog here. Here’s a sample from the Times article:
China, by virtue of its permanent seat on the United Nations Security Council, has always been an important diplomatic player. But its importance to the Bush administration has grown for two reasons: it has become more assertive around the globe and the administration has exhausted a lot of its options.
“I think we need China almost everywhere in the world because we’ve disengaged from the rest of the world,” Mr. Clemons said, criticizing the administration’s initial disdain for concerted international diplomacy and citing its preoccupation with Iraq.
Meanwhile, China has steadily expanded its diplomatic and economic ties far beyond Asia. Mr. Clemons suggested that that has caused a subtle tectonic shift in how nations view it and, conversely, the United States. “They see China as an ascending power,” Mr. Clemons added, “and they don’t see us that way any more.”
On his own blog, Clemons is even more blunt as he rebuts calls made in the Washington Post for the US to boycott China’s 2008 Olympics if it doesn’t force the Burmese government to back down over the recent protests.
So, folks can pine on about America boycotting the 2008 Olympics — or they can get back to the “serious” problem that America isn’t taken all that seriously anymore, and China is.

So, what to make of the UN Secretary-General’s high level event on climate change in New York earlier this week? First, a few quick observations in no particular order:
- Heavyweight proposal of the day: Angela Merkel stepped up her call for future climate policy to be based on the principle of national emissions entitlements converging towards equal per capita levels, calling for this approach not only at the climate summit but in a subsequent speech to the entire UN General Assembly too.
- Intriguing leftfield idea of the day: Ecuadorian president Rafael Correa offered to leave 920 million barrels of oil in the ground, to avoid the emissions that would result from burning it. And in return: “Ecuador requests to the humanity a small contribution of 5 dollars per barrel” – $4.6 billion, in other words. By a very rough reckoning, that works out at a little over $10 per tonne of CO2 of emissions reduction – when current market prices for crude are $80 a barrel. Someone draw up a contract, quick.
- Speaker of the day: Bharrat Jagdeo of Guyana, who strode up the podium and spoke brilliantly, without notes, making eye contact with everyone in the room. And everyone sat up and took notice. Especially good was the moment when Jagdeo singled out EC President Barroso and with exquisite politeness, kicked him round the room for Brussels’ cack-handed reform of the EU Sugar Protocol. Just goes to show: oratorical skills still count. Especially at UN summits where everyone else mumbles through their script.
- Charmer of the day: Arnold Schwarzenegger. Anyone who begins their speech to the UN General Assembly by asking a room full of heads of state to “give a big hand” to his wife has considerable panache (video here).
Here‘s the SG’s full summary document, which makes explicit reference to limiting warming to two degrees C – which is excellent – and to the need to halve emissions by 2050. The latter is a bit odd, given that in its fourth assessment report, the IPCC’s policy working groupmakes clear that as far as limiting warming to between 2 and 2.4 degrees is concerned, a global cut of 50 per cent by 2050 is the bare minimum (the range the IPCC uses is between 50 and 85 per cent by 2050); but still, there’s time to correct this confusion before the Bali summit in December.
What to make of the summit overall?
First, this was a big win for Ban Ki-Moon. He garnered a great tally of heads of state and heads of government, and successfully raised the stakes on climate change ahead of Bali – which was the central objective in holding this summit.
Second, virtually all speeches made concurred on the level of urgency on tackling climate change, and that too is significant progress.
Third, the nascent battle between a future based on targets and timetables versus a future of voluntary action and technology partnerships is starting to get intense. Merkel is emerging as the most articulate and clear-sighted proponent of the former. But to see what she’s up against, see the speeches made by Condi Rice and – especially – Australian foreign minister Alexander Downer. The latter set out seven key principles for an “equitable and effective post-2012 international climate change arrangement”, as follows – with words like “binding” and “targets” notable by their absence (the word “aspirational”, on the other hand, appeared in Downer’s speech three times):
- First, the principle of comprehensiveness. This means that all economies contribute to shared global goals in ways that are equitable, and environmentally and economically effective.
- Second, is the need to respect different domestic circumstances and capacities.
- Third, is the importance of flexibility and recognising diverse approaches and practical actions.
- Fourth, is the important role for co-operation on low and zero emissions energy sources and technologies, particularly coal and other fossil fuels.
- Fifth, is the importance of addressing forests and land use in the post-2012 arrangement.
- Sixth, is the importance of promoting open trade and investment.
- And, seventh, is the importance of support for effective adaptation strategies.
Much of the media coverage of the summit interpreted Ban Ki-Moon’s summary comment that “All other processes or initiatives should be compatible with the UNFCCC process and should feed into it, facilitating its successful conclusion” as an implied swipe at the US / Australian approach. But the AP6-ers can handle that tactic. Over the autumn, we’ll probably find that they’re more than happy to pledge their loyalty to the UNFCCC process: it’s just that their vision for it is as the home for adaptation, financing and technology, while mitigation is “dealt with” elsewhere.
All in all, it’s going to be a pretty interesting few months between now and Bali…
